"...At the hearing before this board, BOE's counsel appeared and in support of the increase in value sought, offered the appraisal and testimony of Gary Barker, MAI, a state-certified general real estate appraiser in Ohio. H.R. at 6-22. In his report, Mr. Barker employed the sales comparison and income capitalization approaches to value and upon reconciling the two approaches, determined a value in an amount of $975,000, as of January 1, 2014, for the subject property....

        ....Accordingly, it is therefore the order of this board that the true and taxable values of the subject property, as of January 1, 2014, were as follows:  $975,000."
