Our team of appraisers and consultants provides independent property valuation and consulting services of all property types. These services are employed for lending, development, litigation, planning, fractional interest valuation, assessment appeals, and other intended uses. We also provide market analysis and consulting services for a wide variety of markets and property types. It is our goal to provide the best service to our clients by utilizing our knowledge and experience in real estate and the local, regional, and national markets.

In the Market Analysis space, we have clients that range from government economic development offices trying to position properties or uses, to private for profit and nonprofit developers that need assurance and guidance in market feasible use and disposition. The office also performs a significant proportion of the statewide market studies for competitive 9 percent LIHTC funding for affordable multi-family housing and has become a vital resource in the redevelopment of depressed areas of Baltimore. Another common work practice is needs analysis and land planning for special exception proceedings, including expert legal testimony.

Interesting Assignments

We have appraised or advised on countless properties and property types with some of the more interesting being a 2 million square foot warehouse/redevelopment that was formerly used to produce B-26 Martin Marauder bombers for WWII. We’ve also appraised a 1.4 million square foot regional mall for assessment appeal, resulting in a huge value reduction and tax savings for the property owner and the 61-acre former Walter Reed Medical Center site for proposed redevelopment. On a team with the University of Baltimore, we performed a fiscal impact analysis of a county adequate public facilities ordinance (APFO) that mandated shutting down development in 4/5 of the county for school overcrowding. We also performed a TIF market analysis for the final build out of a 10,000 dwelling unit PUD near Washington DC.

The balance of our staff includes MAI and certified general appraisers and analysts with real property valuation experience able to tackle the most complex assignments.

Meet the team:

David H. Brooks, CRE, MAI, Senior Managing Director

David is the Executive VP of Valbridge Property Advisors and Senior Managing Director of the Baltimore Washington Metro office. He earned both a Bachelor’s Degree in Urban Development and Accounting and a Master’s Degree in Real Estate and Urban Development from American University. An appraiser since 1978, he holds the MAI designation of the Appraisal Institute and the CRE designation of the American Society of Real Estate Counselors. David has served as an expert witness in U.S. Bankruptcy Court and in Maryland Tax Court, specializing in tax appeals. He is past President of the Maryland Chapter of the Appraisal Institute and served as President of CHAI, a non-profit housing agency in Baltimore. He is also a licensed real estate broker and a former member of the real estate faculty at Johns Hopkins University. With over 40 years of appraisal, consulting, property management, and investment experience, David engages in all types of valuation and evaluation assignments, emphasizing fractional interest valuations along with all types of commercial, multi-family, and hospitality projects. David is a Certified General Appraiser in Maryland, Delaware, Washington DC, Virginia, and Pennsylvania.

Michael T. Haller, MAI, Managing Director

Michael is a lifetime resident of the Washington DC Metro area and has 12 years of appraisal and consulting experience in a wide range of property types. He specializes in the valuation of complex properties, tax assessment appeals, and litigation support on state and federal court levels. Some of his more intricate assignments include large redevelopment sites, proposed high-rise condominium towers, and half-million square foot Washington DC office buildings. Michael is a Certified General Appraiser in Maryland, Delaware, Washington DC, and Virginia and holds the MAI designation of the Appraisal Institute.

Edward M. Steere, AICP, Managing Director

Ed has over 30 years of experience as a certified planner, in both public and private sector roles. He holds an advanced Real Estate degree from Johns Hopkins University and undergraduate degree from the Syracuse University Maxwell School. Ed specializes in all types of market analysis, planning, highest and best use, impact on value, and product placement. As a member of the American Institute of Certified Planners and the Lambda Alpha International land economics society, Ed’s commitment to excellence in planning and advisory services has earned the respect and trust of clients throughout the Baltimore Washington Metro area and beyond.
